v3 installing apps/ browser settings

im trying to add aplications to my v3..... and havent found a way for my pc to "recognize" it.... can someone explain to me how to upload .jar apps from my pc?

id try to download straight from the phone, but the browser/internet settings arent set up... anyone have the correct settings to get me online??
