I use bsnl too but no problem as such.I am also using .22p but never faced it.
Anyways , flash to another f/w and see if the problem persists.

This is strange and should not happen.
Contact BSNL customer care if it happens with other f/w's too.
It may be f/w specific if a master rest does not help.
Whats is the service you are using?

Recently government has ordered all service providers to alert the users about last call cost and user balance , if you keep the service info activated then this will happen.
it is not a f/w problem , it is network controlled.
