Mobile Phone Tools (the newest version is called Motorola Phone Tools). It comes with E680i CD.

Even in the CD, there is no driver for Win98SE, as far as I know.

Instead of trying to locate drivers for Win98SE why don't you upgrade? Your operating system is over 8 years old and it's not supported anymore.
