Charging through USB when the battery is flat?

I've browsed through the first few pages and I didnt see anyone asking this, sorry if this has been discussed before...

I usually bring the USB cable to my office and leave the regular charger at home so I can charge my phone whenever the battery is low. Unfortunately it just happened that this morning on my way to office the battery was used up and was totally flat (couldn't switch on the phone). The USB cable seems to be useless as my computer couldn't recognise my phone when it's off.

It's there any way to charge my phone without the regular charger, but with a computer and USB cable around me, when the battery is flat?

Get a USB prolongation cable and damage that it's muuuch cheaper
