for the Motorola Phone Tools Software that why we can't get it as a free software to download they said that it is not free so you can download it from here

Actually I have not yet downloaded it but as it is send by Motorola care to me today so I assume that they have uploaded a latest version of it.

The operator version is 5.0.7a, confirmed via installation on Windows 7 64bit.
