now in camera we have set 1sec. exposure
i want an application(java or pkg) which make photos with long exposure time

That image is pure editing nothing else.

that photo is not editing man, its taken by slowing ur cameras shutter speed, dont think u can control the shutter speed of ur phone

I can make that image 100 times over using photoshop and the only way to do it using a camera is use this:
