How to write my own .pkg applications

hello there..
iv been looking for some info on how to write some codes with which i can make my own applications for my E6..
i have some crazy ideas which i woild like to code n distribute..so can any1 plz help me out here..
just need some basic knoledge about the coding language needed and the compilers il need..
i use windows vista OS..

the pkg's are just .tar.gz archives renamed to .pkg
