Can we play *.MP4 file on rokr e6?

Yes u could always use ZM player to play MP4 files on ur E6..it works really good

If .mp4 is sound file, it can be play by real player,
but if it's a video file, you must setting as the same as .rm video setting

The player doesnt matter, the videos you're trying to play should be format compatible
240 320 resolution
15 fps

Even a size of 800 600 will lag badly enough to look like a hang.
