sorry but I have no Idea how you can download that file...

are you using a proxy server ....?

that is blocking you download... well I think if you can browse these sites than you can download too...

use mozilla firefox and use foxyproxy and get any free proxy... Hide My Ass! Free Proxy and Privacy Tools - Surf The Web Anonymously from here and download the file....

while you must find a way I have no other options for you...
