Maybe it is locked by operator?

sounds like it's locked. I have my old sim in my old one so i can use it for a ipod basically. But since it's an inactive sim i can listen to music, take pics, vids. Just can't make calls or receive them obviously.

The first question (as noted above) to be answered is whether the SIM is current/active for the service provider of the 398. The second question is does the SIM work in other phones. If the SIM works in other phones, but the 398 is not from that service provider, perhaps the 398 is locked to the original service provider. You can get the unlock code from the phone service provider; unlock the phone and it should work with the new service provider.
If the original service provider of the phone is the same as the one for the SIM card and the phone will not work, then it is a different issue that can be solved with another method.
