Well, in fact you can use OpenEZX to flash itself
We have full MTD support on the OpenEZX kernel, and after booting the kernel via boot_usb you can flash it simply by:
    cat <image> > /dev/mtdX
Where X is the number of the partition you want to flash. A cat /proc/mtd gives a brief description of what is each partition.

Porting boot_usb for windows is not that hard, maybe some windows developer can do this for us?

Aside from that, this stuff is neat!(I never thought I'd see the day I booted my cellphone from a kernel image on my desktop)

PS the GSM multiplexing is not just sending data/voice, it's both at the same time(download stuff while in a call)
Well, we dont have 'ready to use' userspace tools.
I can make calls/send SMS via direct commands to the Neptune(GSM Modem) trough the mux devices. I am working on the Kernel only, I will only start doing UserSpace work when the kernel is finished.
There is also some other tricks to proper initialize the Neptune (http://wiki.openezx.org/BP_Handshake), and you cant initialize it when booting via boot_usb (except if you flashed blob2 (http://people.openezx.org/wyrm/myflash.tgz) )

About your PS: I dont think it is possible. Never saw a phone that does both things at the same time. Besides that, all the GSM stuff is handled by the Neptune, and we are not hacking it. It uses a signed loader mechanism which makes it too dangerous to hack.
