Net On Phone Sharing

Airtel in India provides NOP where it requires to set APN - airtelwap.com, Primary Gy IP - 100.1.200.99, Port - 8080.
Restriction is only sites can be browsed, Can't use messenger/mails on Phone, Can't ping to remote IP. Neither it can be connected to PC for Internet sharing.

Airtel has another service GPRS where it requires to set APN - airtelgprs.com without Promary Gy IP and port.
No restriction, everything works here, yes the charges are more.

Can we make Airtel NOP to share the Internet on Windows 2000 PC, how ?
