Default high load average, top not working correctly

    # cat /proc/loadavg
    3.26 4.09 4.43 1/63 2953

My load average is at least 3.26, while i'm not running any applications. It also seemed modemeng was using up all the cpu (while having a ppp link and running macks connection kit). I killed it and every still seems to work. While modemeng was running my load was 6 and the phone was noticably slow.
What is a normal loadavg for this phone? Shoulnd't it be almost 0 when the phone is idle? (so it saves battery)

I also have a problem with top: it only shows 0% cpu or -2.2% cpu usage for processes. Processes that are idle seem to have -2.2%, and running processes have 0%. Anyone else has this problem with top?

    Here is my loadavg:

    # cat /proc/loadavg
    3.33 3.22 3.10 1/63 788

    Here is my top:

After restarting my phone I get this:

    # cat /proc/loadavg
    3.01 3.01 2.88 1/53 231

so a load avg just above 3, with 90% idle time in top seems to be normal.
