nopes psp dont even have a working emu for windows
ps2 has 1 4 windows but it needs dual core processer
if u can manage to get a core2duo in ur cell phone and an nvidia card then lolz it'll work

the workable and playable emu's are sega genesis , super nintendeo, gba , gbc, nes, sms, pcengine, gamegear
just download any of these

PSP may be possible but PS2 is impossible as the PS2 emulator lags a lot even on my PC!!
