Default Automatic Network Time update only minutes but not hours?

I have seem edit my phone to enable automatic network time
However, I have found something rather strange

I fly today from Houston to California, and upon landing, I notice my phone's time still stuck in Houston time.

I thought maybe the seem edit didn't work, so I disabled automatic network time update and randomly changed the clock.

I then re-activate automatic network time, and to my surprise, the phone did update itself, but again, corresponding to Houston time even though I am in Califonria?

I had to manually change my location from Houston to San Francisco before I can get the correct hours on my phone

Anyone else have experiencing something like this?

That has always been the way it's worked. It take GMT from the network and applies the appropriate timezone based on your selection.

correct. because your option was set to Houston, TX; it will set the time to Houston's time. You got to change the option to CA for it to apply.
