Sometimes when I do it no light turns on at all

are you sure your USB cable is ok? you can connect your A1200 using that cable? I just tested, immediately when you inserted with both buttons pressed, the blue light should be flashing and your computer should prompt you to install new hardware. If just blue light on, that means your headphone is just recharging. I have no idea, could yours be a fake HT820?

Maybe, I used this USB cable to flash the a1200 with 46p

I don't think all the headphones can enter flash mode
